你好：

我的老同學丘宏達，他在美國耶魯大學教國際法一生，是世界國際法法學會副主席，他一生什麼都沒有搞到，但法律門生普天下。

一年過新春，貞觀之治唐太宗李世民，問法務部長：

現在監獄有多少人?

部長回答：

還有十個人。

唐太宗說：

讓他們回去過年吧！

這就是貞觀之治。

妙的是：

台灣現在監獄人滿為患，但願大陸莫步台灣後塵。

老子說得好：

「空空的」與「假的」事情，搞得太多，你爭我奪，天下必亂，國家必垮，老百姓必茫然無助。

此所以台灣自殺為世界第一位也。

你寄來問我有關憲政的問題，極深，極複雜。特別對大陸傳統與現況來說，是如此。

幾十年來，我連命都給台灣和大陸了。大陸和台灣，除了不斷侮辱我以外，給了我什麼？只因為我沒有能力爭，和早已無從要什麼，才不斷的受侮辱。最大的原因是：

我一生無意搞「將星球換虛空」也。

本不想回答你如此重要重要的問題，看在我是中華民族一份子的份上，我還是答覆你。

人類現實存在的根本問題，是經濟的資源、生產、分配、流通、管理和私有與公有的所有權問題。到現在都沒有解決。

還有，就是美國幾百年來的武力霸權和霸權武力，搞得世界大亂，不得安寧。

民主憲政、共產主義或任何其他主義，都是未成功的。WTO、經濟放任、階級爭奪，是絕對走不通的。

大陸問題的嚴重，是人類有史以來沒有過的。根本問題是：

人口太多、資源不夠，科技發展，傳統、現代、未來，國內、國外、正確的人生觀等等，從解決問題的根本來看，並未好好完全接軌解決。全世界一切的一切，扯在一起，可用四個字形容：

一塌糊塗

而今世界又

風雲四起

不知所云

和

所向

說事實的話：

這三十年來，一直到現在，中南海有許多人，是真了不起的。

但是， 人就是人，有幾個不貪瞋癡，萬類齊差，天知道誰是否為混蛋啊！

因為，不是人，可以是：

佛

佛者

弗人也

我要告訴你：

許多年以來，真實起大穩定作用的，除鄧小平、汪道涵、江澤民等先生以外，是：

南公懷瑾先生，也充分在其中的。

祂離開台灣時，告訴我：

祂一走，很多就完了。

這些年來，南老師對發展方向的結果，是很失望的。所以祂要我和祂離開人世算了。主要的原因是：

祂看到大家都在謀利，祂早就說過，一無真義，這樣下去，國必亡、族必垮。同時，如美國帶頭的世界，許多痞子性格的政客，及包括台灣、香港、大陸在內的世界各地剝削的大商人，只知往肚裡吞，不知道好好的吐。真正健全的法律，遺產稅與財產陽光法案，一無著落，只知猛關、亂關不知犯罪為何物而犯罪的老百姓，屁個憲政啊。可憐的中國啊！可憐的老百姓啊！

我要問你：

人類中當今控制世界的少數人，繼續如此搞下去，會是什麼？

所以南老師走了算了。

台灣、泰國、敘利亞、伊拉克、日本與其它世界等國，現在如此吵吵鬧鬧，只是現象一小角而已。

中國究竟往哪裡走？待將來有機會，我再好好跟你們談。

問題是:

A letter in reply to

A Judge in Mainland China

  How are you?

  One of my old classmate, Hong-da Qiu, who had taught International Law at Yale University all his life, also served as the vice Chairman of the International Law Society. He got nothing his whole life except a lot of law students all over the world.

  At tang dynasty in ancient china, during a Spring Festival, Emperor Shi-min Li of the Zhen-guan reign period, asked his Justice Minister:

  'How many prisoners are there in jail now?'

  The Minister answered: 'There are still ten prisoners.'

  The Emperor said: 'Let them go home for New Year’s Day.'

  This was the Benign Administration of Zhen-guan reign period.

  It is odd that:

  The jails in Taiwan are full of prisoners. Hopefully Mainland China would not follow on Taiwan's footsteps.

  Lao-tze was right:

  Working on too many empty and false activities, and contending with each other make the world chaotic, nations decline, and all people lost.

  This is why suicide rate in Taiwan is the highest in the world.

  The problems of Constitutionalism, which you raised in the letter, are high profundity and complexity, especially in the traditional and current situations of Mainland China.

  I have dedicated my life to Taiwan and Mainland for decades. But Mainland and Taiwan give me nothing but constant insult, just because I have been unable to contend, and have no way to demand anything. The main reason is:

  I have no intention to transform the Stars into Emptiness.

  Originally I didn't plan to reply your questions of major significance. Nevertheless, for the sake of the Chinese Nation of which I am one part, I give you my reply as follows.

  The essential problem of human in reality is on the economic resource, production, distribution, circulation, management, and private and public ownership. It is still not solved yet.

  In addition, the military supremacy and supreme military of the United States for centuries have disturbed the global peace.

  Democratic Constitutionalism, Communism, and any other dogmas, are all unsuccessful. WTO, indulge freedom of economy, and class warfare are absolutely unworkable.

  The severity of problem of Mainland is unprecedented in human history. The essential problem is:

  Overpopulation, insufficiency of resources, scientific development, true view of life at home and abroad in the past, at present and in the future, have not been fully integrated from the perspective of tackling the underlying roots. All of all in the world are entangled in:

A Complete Mess.

And the chaos

in the world resurges.

  Actually, in the last thirty years, many people in Zhongnanhai are extraordinary.

  However, human is human. Is there any one without greedy, anger and ignorance? There are various humans, and who knows which are bastard?

  As non-human can be:

  Let me tell you:

Besides messieurs Xiao-ping Deng, Dao-han Wang, Ze-min Jiang, Mr. Huai-jin Nan has been fully involved in the stabilizing force for years.

  When His Holiness left Taiwan, he told me:

  On his departure, a great many in Taiwan would perish.

  Master Nan was disappointed to the result of the developmental orientation those years, therefore he asked me to leave the world with him. The main reason is:

  He found all people were making profit. He had said that without truth the nation would be conquered and people be beaten. Meanwhile, in the world lead by the United States, many bully politicians, together with exploiting businessmen worldwide including Taiwan, Hongkong and Mainland, disgorge nothing but swallow. They merely imprison ordinary people guilt of unknown guilt, while the right laws, estate duty and anti-corruption bill are never available. Miserable China! Poor ordinary people!

  Let me ask you:

  What is the consequence that a few people controlling the world go on in this way?

  So Master Nan passed away and left it at that.

  The quarrelling of Taiwan, Thailand, Syria, Iraq, Japan and other countries is just tip of the iceberg.

  Where on earth should China move towards? I will talk with you in details in the future if possible.

  The problem is:
